Mr. Chartier called the meeting to order at 7:34 p.m.
and the minutes from the previous meeting were reviewed. After discussion
regarding the Paris subdivision, Mr. Vincent made a motion to approve the
minutes, Ms. Brown seconded and all were in favor.
OLD BUSINESS
Anthony – 132 East Hill Rd., Parcel Id.
No. 112-1-27
There is no further information to date regarding this
property. The secretary will contact Mr. Jeffers for an update.
Evangel Church - 1425 Helderberg Trail,
Parcel Id. No. 70.00-3-27
There have been no comments from the Health Department
or contact from Mr. Buckman’s office to date.
Keyes – 1207 Switzkill Rd., Parcel Id.
No. 102-1-12
A letter with positive recommendation and Ms. Keyes’
application has been forwarded to the Zoning Board. No hearing has been
scheduled and the Secretary is awaiting further instruction. Planning Board
will defer until Counsel Conboy advises the Supervisor and Zoning Board
Chairman. The Planning Board has completed the process with the new
application.
Burghart/Griffith/Krause – 39 Blue Farmer
Lane, Parcel Id. No. 78.-3-6.200; 78.-3-7.100
Mr. Chartier performed a site review with Mrs. Burghart
and Mrs. Griffith on February 23, 2008. The back of the lot is along the
Fox Creek and there is seasonal flooding. About half of the parcel is in
the flood plain. Mr. Chartier felt that, unless additional land could be
purchased from the abutter, this matter would not be pursued by Mrs.
Griffith.
Paris/DellaRocco – 1174 Bradt Hollow
Road; Parcel Id. No. 77-1-11.1, No. 77-1-11.2, No. 77-1-12; and No.
78-2-21.1
The members reviewed the notes of the previous
meeting. There is some uncertainty whether this will be handled as one or
two separate subdivisions. A new application has been submitted for the
lands proposed to be purchased by the DellaRocco family. Buckman and
Whitbeck are preparing new plans, so there is no action to be taken at this
time. Mr. Chartier stated his preference to have both subdivisions complete
and in hand before making any approvals.
NEW BUSINESS
Baron – 797 Gifford Hollow Rd.,
Parcel Id. No. 102.-1-14.100
Mr. Baron came before the board to discuss a possible
4-lot subdivision of his property. He presently owns 105 acres. Mr. Baron
would like to keep a 55 acre lot with his house on it.
Mr. Baron was advised to contact Mr. Buckman to have
the land surveyed and a map drawn to show how the property would be
divided. It was questionable whether this would be a minor or major
subdivision. Mr. Baron will be put on the agenda when he has completed this
work.
OTHER BUSINESS
Mr. Rockmore discussed changing of the definition of
“agriculture” in the Zoning Ordinance. Mr. Rockmore has researched how
other towns have handled this. He feels this is a minor change that could
be accomplished now.
Ways in which to handle the work associated with the
East Berne Hamlet Study and other topics were discussed. Mr. Chartier
requested that members review the notes of the January 10, 2008 Joint
Planning Meeting. It was decided that the second meeting each month of the
Planning Board would be a workshop meeting for Planning Board members to get
this work accomplished. This will be set for April through July 2008.
Notice would be put on the Berne web site, in the Spring Edition of the Town
Courier, and in the Altamont Enterprise if necessary. Mr. Rockmore made a
motion to dedicate the second meeting of each month, for the next four month
to address the East Berne Hamlet and other planning issues. Mr. Lippert
seconded this motion and all were in favor.
A proposal by Nan Stolzenburg for planning services has
been submitted. The Town Board has scheduled a workshop meeting for March
26, 2008 at 7:30 p.m. to discuss.
The members discussed the Agriculture and Markets
grants available to help protect farms and open spaces. The amount is up to
$25,000. After researching application requirements, the Planning Board can
make a recommendation to the Town Board.
Mr. Chartier stated that the NYPF training was very
successful. Representatives of planning and zoning boards from all four Hill
Towns participated.
Mr. Lippert reported that the Hudsonia Biodiversity
Training is moving along.
Ms. Brown stated that she would make a presentation at
the next board meeting regarding equipment for the playground, and estimated
costs. These recommendations will be submitted to the Town Board for
action.
The Building & Zoning yearly report for 2007 was
distributed and discussed. Questions were raised regarding renewals of
Special Use Permits. The secretary will check with Mr. Schaming to find out
the requirements.
There being no further business, Mr. Rockmore made a
motion to adjourn and Mr. Vincent seconded and the meeting was adjourned at
9:10 p.m.
