Present: Alan Rockmore, Acting Chairman; Mike Vincent; Tim Lippert; Katherine Hill Brown; Wayne Emory, Town Board Liaison.

Guests: Crystal Keyes, Glenn Paris, Tom DellaRocco, Mark Raven.

The Acting Chairman called the meeting to order at 7:32 PM and the minutes from the previous meeting were reviewed. There was an error regarding the Anthony address. The minutes were changed to show the correct address as 132 East Hill Road. Mr. Vincent made a motion to approve the minutes with the correction. Ms. Hill-Brown seconded and all were in favor.

OLD BUSINESS

Anthony – 132 East Hill Rd., Parcel Id. No. 112-1-27

Mr. Rockmore asked if there was anything to report and the secretary informed the board that the certified letter sent to Anthony had been returned. The letter had been attempted to be delivered on three occasions and Mr. Anthony failed to sign for it.

Walker – 768 Beaver Dam Road, Parcel Id. No. 70-1-23-1

The board asked if the site visit report and all papers were forward to the Zoning Board. The secretary replied that all was in order and a meeting is scheduled for 2/27/08. Mr. Vincent gave the secretary 3 pictures to put in the file and present at the meeting.


Evangel Church – 1425 Helderberg Trail, Parcel Id. No. 70.00-3-27

Mr. Rockmore stated that he reviewed the plans left by Buckman & Whitbeck and that he passed them on to Mr. Chartier who also reviewed the plans. Mr. Rockmore expressed concerns regarding safety issues at the dormitory and questioned access by the fire department and ambulance. Mr. Rockmore asked the secretary to contact Buckman & Whitbeck and ask him to forward plans to the fire department and ambulance and that they would be put on the agenda for the next meeting.





NEW BUSINESS

Keyes – 1207 Switzkill Rd., Parcel Id. No. 102-1-12

Ms. Keyes is a licensed massage therapist and is requesting a Special Use Permit to rent an apartment from Morning Fog Farm to operate an appointment only massage therapy session. Ms. Keyes stated that to begin she would only have two appointments per week, each appointment lasting one hour. She eventually would like to work up to two days a week.

The board members requested Ms. Keyes to supply a letter from Ms. Walter, who owns Morning Fog Farm, stating that she is giving Ms. Keyes permission to operate her massage therapy there. She was also requested to present a small business plan, a copy of her license and pictures on the inside apartment. This matter will be put on the agenda for 2/21/08.

Glenn Paris/DellaRocco - 1174 Bradt Hollow Road, Parcel Id. No. 77-1-11.1, No. 77-1-11.2, No. 77-1-12 and No. 78-2-21.1

A letter was read from Attorney Wayne L. Burton (attached to original minutes) stating that Mr. Paris was withdrawing his previous application for a subdivision along with the 99 year development restriction.

Mr. Paris would like to apply for a new 3 lot subdivision so he may sell a parcel to Mr. DellaRocco. A new subdivision map needs to be submitted showing the overall parcel and how it is intended to be subdivision. There was a question as to a portion being landlocked and Mr. Paris will address that with Buckman & Whitbeck.

Mr. Paris was instructed to submit a complete application with fees to delineate whe he is proposing. It was suggested that a new survey may not be required but rather his engineer should be able to put together a package based on the old drawings. It was not clear to the board exactly what he wanted to subdivide.

OTHER BUSINESS

Sixteen people showed up for the NYPF training from Berne, Rensselaerville, Knox and Westerlo. The next training session is scheduled for 2/28/08 and will cover SEQR review and comprehensive plan.

Mr. Lippert reported that the first meeting for the Hudsonia Biodiversity Training went very well with 8 people in attendance. The next meeting will be on 2/25/08 and will meet mostly on Monday nights. The information gathered will be beneficial to the new comprehensive plan being drawn by the town. The area covered for the town is approximately 3300 acres on Switzkill Road, Ravine Road to Rte. 443; 15-20% of the town is being covered.

Ms. Hill Brown revised the site visit form for variances and the board approved it. New copies will be kept in the office for use.

Mr. Emory requested that Mr. Chartier send him an email regarding the grants for the Hudson Valley Greenway and the Hudson Grant from Agriculture & Markets to present to the Town Board.

A conference in Saratoga is being held by he American Farmland Trust on 2/28/08 from 8:15 to 4:00 p.m. for $45. However this is next the training day for the New York Planning Federation.

Ms. Hill-Brown stated she has received catalogs for new playground equipment for the Town Park. These will be reviewed and recommendations will be made to Mr. Emory who will approach the Town Board.

There being no further business Mr. Lippert made a motion to adjourn and Ms. Hill-Brown seconded and the meeting was adjourned at 8:35 p.m.
